Update: managed to book today!
I’m probably very late to the party here but wanted to let those who might also be waiting know that you can book now!
I go on 1st Dec and today is the first day it’s actually allowed me to go through the whole booking process!

You don’t have to book breakfasts. If you have a dining plan you will get breakfast at your hotel. They will give you a time slot and at the moment you have to stick to it because they are spacing people out. (Usually you can go whenever you want but people with that timeslot have priority.)
If you don’t have a dining plan don’t bother booking breakfast unless you really want to pay silly prices, eat a huge meal and skip lunch.
