My flights into New Orleans have all been domestic, so no experience of immigration (and neither have I been there since the new terminal opened at the end of 2019), but there are not many international flights arriving. There are a few Central American and Caribbean destinations, plus London and Frankfurt, and most of those are seasonal and/or only a few flights a week.

However, the low number of flights might be matched by low staffing at the border, so hard to say how busy immigration would be. There's a good chance your flight (assuming BA) would be the only international arrival when it gets in.

The car rental center is located away from the main terminal, I think the shuttle bus goes from outside the long term parking garage, near the terminal building.
