I have been hiring Cars in the States since 1976 and have never ever had a car that is truly full. Within circa 10 Miles it is normally heading to 3/4 full.
The rental companies must make Millions doing this but the letter of the 'law' is complied with - they show as full. Small potatoes to me, its a few $ and I have bigger things to be dealing with. The frustrating and annoying one though is NY hires where they come as empty and you have to pay Manhattan prices

We didn't drive around a lot but just going to and from the parks to our villa plus a few trips to the shopping malls and had to add more fuel. Maybe if staying on site and not going many other places you wouldn't use a tank but then again it would depend on the size of the tank.

Always pay upfront. Might lose a few dollars but at the end of the day the convienance outweighs those benefits in my humble opinion.
