Cannot Register on Disney

Hi
When I try to create an account I get the following message

Sorry, we are unable to create your account at this time. Please try again later or call (407) 939-7765 for assistance. Guests under age 18 must have parent or guardian permission to call.

Any idea why this would happen? What do I need to do?
I presume that this is a usa phone number so I'm not keen on using it.

Sane thing happened to me today. If you do it through the website it works fine...still appears on the app
