Switching drinks for dessert on the dining plan

When on the dining plan and ordering a quick service, can you have a main meal, desert (in place of a drink) and free iced water?

Generally, at resorts it's not a problem, but they've pretty much stopped it in the parks. I think it's allowed more freely in the resorts as people have the refillable mugs that they can use for drinks.
