I may be being overly cynical here. But I've noticed that the locations reported in this thread not to have mobile readers are all 3rd Party Operated - and those reported to have mobile readers are Disney operated.

Could it just be that the nickel and diming is being extended to WDW's operating "partners" - i.e. Disney want to charge them for a portable reader on top of whatever cut is undoubtedly taken on purchases using gift cards / room charging / DDP (When available) and they've told Disney to get stuffed to save themselves a few bob - especially as volumes of such transactions are going to be lower when there's no DDP - so the productivity advantage is reduced?

It's just a theory and based on some rather shaky observations (I'm not going to go as far as saying evidence), so more than happy for it to be disproved, but it's been going round in my head so thought I'd share it
