Purchasing annual pass on a blockout day

Can you purchase an annual pass on their block out days?

I'm visiting DLP shortly staying offsite, on combining with some trips to Paris.

Would I be able to purchase the lowest price pass on Saturday when I arrive (which is a block out day) then use the following week?

Also - is the 2 days block out for the lowest pass 2 days from the date of purchase inclusive or exclusive?

E.g. If I purchased the Pass Saturday would the first du it could be used be Monday or Tuesday?

yes, you can buy an AP on a day where that AP has a blockout day. Previously (before they changed the AP rules and prices etc) you could both buy it and access the parks with it on that first day, even if it was a blackout date. However, I'm honestly not sure you can do this anymore, which may mean you can't get your AP fully activated on the Saturday (as this can only be done in the AP office inside the main park, or at Bureau Donald just outside the main park, and which has restricted operating days/hours). It would certainly be worth trying to do this at Bureau Donald though, because that would mean, for the Discovery AP, in your example, you could buy it on the Saturday, get it fully activated, which makes Saturday day 1. Sunday and Monday would then be the 2 non-contractual dates, and you would be able to use your AP from the Tuesday for access to the parks.
