I went in February a few years ago! It was freezing (thermals needed) but it didn't stop me going on the top of the HOHO buses!
The big advantage is that it is quieter! I would happily go in February again!

Been 3times in Feb, fab time to go! First 2 times it was freezing, just needed to wrap up warm, sun was out, gorgeous. Went this year in Feb, it was tropical! 18degrees and sunny! We were just in t-shirts crossing the Brooklyn Bridge. HOHO buses/ferry to SofL/Empire State/TOTR still very cold(hats/gloves), but daytime at ground level was amazing!

We went in Feb 2015 and it was freezing! But we knew about it so were prepared with snow boots, thermals etc. Once you got walking it was fine. There was lots of snow on the ground but it didn't actually snow until our last day. It was hard work getting about in the snow so it would have been difficult if it had snowed the whole time.
We had what we thought was a good price so it was worth it for us to go in February.

We went in beginning of March and it was freezing, to be fair everyday was sunny and lively and crisp but freezing. I would go again that time if year.

We went in 2004 in Feb and it was freezing, we went ice skating in Central Park while it was snowing, pretty magical actually.
