Yes, but not too quiet. Wind it back to how it was about 20 years ago when we first started going.
We were there last year for Thanksgiving, which we expected to be busy, and then into December where we thought it would quieten down. Wrong! If we could only go when it was a busy as that again, that would be it, no more Disney Parks.

Any crowd level is good as long as everything is open. From the vlogs numbers look like they are way under 25% capacity.

Its a yes from me...

The shear architectural beauty of the parks, the shop fronts, the buildings, the vistas that you cannot see when the only thing in front of you is a hat or selfy stick, makes the opportunity of visiting when crowds are low, for me, almost compelling.

Same, we flew home on the last flight out of MCO, the parks that morning were empty and we loved it.

We went to a theme park resort in Dubai a few years ago and it was very quiet. There was a definite lack of atmosphere! On some rides we were the only ones and done the ride wasn’t even running until you got to it! We had express line passes too which was funny! However our first trip to Disney in September 2008 was fab, it was just busy enough but queues were nice and short!

Well I wouldn't want it to be too quiet.
I was in Hong Kong Disneyland in January and it was completely empty with no atmosphere at all. Hated it.

My best experiences of WDW have been early/mid-September when the crowds have been fairly low but busy enough for a good atmosphere.
