Car hire

My brother inlaw is joining us for our wedding this year. He will have had his licence just under a year and is 35 years old. Now the question, i can see on most websites there is a minimum age to hire anyone know if the is a mimamum amount of time you have to have had your licence?

From US Rentacar website:

is there a minimum term for having held a full driving license in order to hire a car?
Most suppliers require drivers to have held their licence for a minimum of one year.

I did see that but when you go onto the hire websites none of them seem to say the same.
