Busch Gardens on the 31st October without Howl o Scream

Do they admit regular tickets on 31st October? We're planning out our holiday and we're trying to figure out what best to do on this particular day. We're not interested in doing Howl O Scream as it might be a bit too much for the boy (and we're doing MNSSHP on the 27th) but we are looking to make a long day of it with the all day dining pass.

We're not sure if we can go in without HoS tickets though (since that's a hard ticket event), what with it being Halloween. If it's not possible, we'll just move Busch to another day - the 31st just happens to be a nice fit with everything else we have planned though!

Does it change from regular park to HoS at a certain time?

Quick additional question - can you still take your old refill cups and get the refill prices or have they locked them out to on-the-day cup purchases?
