We have an alexa dot though so I don't really want to have to subscribe to amazon and apple

i use it regularly but is it possible to create playlosts to playback without needing wifi? like on a plane?

Yes, both Apple & Amazon let you download to your device to create your own playlist(s) to play offline.

You can still use iTunes. The iTunes Store still exists.

Conversely, you can download most (DRM-free) music files from the internet onto your phone, it'll go into the Files app, and you can then play them from there.
