Thank you everyone for your replies. My dad did do national service but that was as far as he went regarding the forces something about him having flat feet prevented him going any further. It’s horrible watching parents get old. I think lockdown has been the cause of a lot of older people declining suddenly.

Some years ago Mum applied for and got Attendance Allowance. Once she had AA she qualified for guaranteed pension credit and reduction in council tax.
Social Services came to assess her (I was there too) and they worked out incomings, outgoings and how much she would have to pay towards having a carer in once a day. She ended up paying about a fiver a month. Things will have changed since then but it’s well worth pursuing. |

Age UK completed my father in law's Attendance Allowance application form and got him the higher tier allowance (here in England).
My mum (in Scotland) had her application completed by my brother with help from her dementia support worker. As a previous poster says, AA is not means tested and there is no requirement to account for how/if it is being spent. |

AgeUk will give advice and help with forms. They often come up with ideas to help that you wouldn’t necessarily think of yourself. Attendance Allowance isn’t means tested as previously mentioned and can open the door to claiming other benefits too. Social services may also be able to assess your parents needs and offer assistance.

Council don't do housework now with Care at Home they do bathing, medicine and heating up food, bed tuck in's. If they require a cleaner then that is something they organise themselves.

Adaptions to the house should not be means tested as others have said you need to go through social services long and painful journey
