This does happen every year but just to be clear. Not all restaurants will sign up to be part of the plan in November. Several Disney Springs ones don’t participate. That said. The ones you mention have historically done so.

House of blues is exactly the same , It tends to become available two to three weeks before the date you wish to book

Yeah, it was a bit surprising as they are on for this years DDP so i wasn't aware until i got my email confirmation. I will check again nearer the time & if i have to pay OOP, its not the end of the world as its only a couple.

You'll not have to pay OOP for this.
Every table service restaurant in Disney Springs accepts the dining plan. Every quick service restaurant accepts the dining plan. There are a handful of outlets in DS that don't but none of these could be classed as a restaurant (Amorettes Bakery, AMC Theatre, Coca Cola Bar, Erin McKenna Bakery, Haagen Dazs, Jock Lindsay's Bar, Pretzel Kiosks, Sprinkles Bakery are what I can find) |

Last time I went RFC was not on dining plan. I’m not sure it’s a given they will be

They've certainly been accepting it since Jan 2014 as that was when we first ate there, and it was on the list for 2013 as that's what we had to use when we booked our ADRs 6 months beforehand

As others have said, it will sort itself out. And if it doesn't, you can cancel it well in advance of your trip
