As for leaving keys in the car, somehow the steel band that holds all the keys together on a rental car has always snapped (for some unknown reason ) and Mrs PPM always puts the spare key in her purse which never leaves her side. A 50cent keyring from Wallmart gets them all back together for return of car.

Many years ago I locked myself out of a hire car in Spain (yes it can happen) and called the office. They told me to get under the back of the car and look for a little magnetic box, and there it was... a spare key!
Funny enough the snapping key ring happens to me as well. You would think they would buy stronger steel rings

I find it happens to me In Walmart on the 1st day when I am walking past the tool section and they have those display tools for you to try out - they are on a chain. For some reason unknown to Man as I walk past the pliers & cutters poof the keyring snaps. Really weird

So they provide you with a spare key on the same ring as the other key, but with no easy way to separate them? They may as well provide you with a single key!

You're right - Weird but yes 2 keys on a steel band that wont open

With rental cars both sets of keys stay with the car at all times as they (the cars) can travel the USA and never return to the initial renting location. You will find all the manuals are with them too.
Having the keys steel banding is a way to keep the two keys together.
Its not so you can have a spare, its so they can sell the car on later.
